As a Regent of the University System of Maryland, Jim led the fight for college opportunity. He served on the USM Finance Committee and vice chaired the Audit Committee, promoting new business models to make college education more efficient and more affordable.

Jim was a founding member of the USM Regents' Efficiency and Effectiveness work group, which designed reforms which saved more than $100 million. President Obama cited the USM initiative as a national model.
